“It is impossible to hold elections in Tirana” - Head of the CEC: We have started preparations for the capital. Elections will be held in the other 5 municipalities
A day after the Constitutional Court's decision, which suspended the decree of the President of the Republic for the elections in the Municipality of Tirana, the Head of the Central Election Commission (CEC), Ilirjan Celibashi, declared that preparations related to the electoral process in the capital have been suspended.
He added that on November 9, elections will be held in the Municipalities of Vlora, Mati, Cërrik, Berat and Tepelena.
"The moment the Constitutional Court has suspended the effects of that part of the President's decree, it is as if that decree does not exist in a way for that part for which the Court has ordered. And we would be in violation of the Constitution and the Electoral Code if the CEC were to continue with the prepared process of the elections for the Municipality of Tirana. That is why I said that based on the order of the Constitutional Court's decision, I will have to respect the decision. This is clear in my judgment. The CEC cannot carry out any action related to the preparation of the electoral process in the Municipality of Tirana, it is a matter for the Constitutional Court to decide on the appeal filed in court by Mr. Veliaj regarding the place for his dismissal. The CEC is not carrying out any activity related to the preparation of the electoral process for Tirana for November 9 due to the order of the Constitutional Court," said Celibashi.
In the five municipalities where local by-elections will be held on November 9, the total number of citizens with the right to vote reaches around 311 thousand.
