New draft "On lobbying", public registry for transparency - Businesses under scrutiny / Contacts and expenses will be declared

A new draft law “On Lobbying” has been submitted to the Assembly. This draft aims to formalize and make traceable the influence on public decision-making, by establishing mandatory rules for anyone who lobbys the Assembly, the government, central and local institutions, and officials with decision-making powers.
At the center of the draft is the creation of the Lobbying Registry, as a public electronic database, and the reporting of public officials on contacts made.
The register is also expected to include periodic declarations of lobbying expenditures, adding transparency to an area that has not been regulated so far. A key obligation also affects the administration itself. Any public official who develops contact with a registered lobbyist must report the contact within 10 working days, and the reports are recorded and published in the Lobbying Register.
Violations are accompanied by penalties such as: lobbying without registration is punishable by a fine of 500,000 lek and a ban on registration for up to 1 year, while for failure to declare, failure to correct data or failure to report contacts, fines from 50,000 to 400,000 lek are foreseen, depending on the violation.
This bill creates new costs and standards for businesses, associations and entities that seek to influence policy, without registration and reporting, risk fines and bans. A strong element is also the fiscal filter. Entities that have not paid their tax obligations and contributions are prohibited from lobbying for a certain period, which links access to lobbying with financial discipline.
At the same time, the formalization of lobbying can positively impact the business climate, as it makes market rules clearer, reducing the space for informal intervention and conflicts of interest.
