Cadastral Document/ How will land registration be done with 7501?!
Along with the initial registration, the Cadastral Agency aims to complete the scanning and digitization of property records and cadastral maps by 2028.
In addition to budgetary funds and support from the European Union, the possibility of providing some services through concessions will be considered to complete this process.
"Opportunities for the involvement of the private sector through public-private partnership mechanisms will be explored, where this is appropriate and brings added value," states the document "Roadmap for the digitalization of the State Cadastre Agency 2025-2028".
Initial registration
Currently, out of 3058 cadastral zones, for 2784 of them the initial registration process has been completed. For these zones, it is possible to carry out various transactions for registered assets as well as register newly created property titles. However, for another 274 zones, this process has not yet been completed, leaving part of the territory and assets without a complete and accurate initial registration. Albania, the document states, must complete the initial registration in at least 95% of cadastral zones by June 2026. This year, the agency has launched procurement procedures for 106 cadastral zones, the work for which will be carried out by a private company.
"ASHK aims to finalize the process of Initial Registration of real estate throughout the country by 2028. Also, ensuring continuous maintenance and digitalization of new cadastral data, enabling easy, fast and secure access to information for all authorized users," the document further states. At the same time, the improvement of cadastral data for about 2 thousand areas has also been completed.
Digitalization of the Cadastre
Over the next 3 years, the Government aims to complete both the scanning and digitization of property cards and maps. So far, the Digital Cadastre Center has made significant progress, digitizing over 51% of total property cards and scanning over 69% of property documents.
However, there are still some local directorates where the digitization process needs to be significantly accelerated and carried out with increased care, due to the complexity of historical data and the high number of daily applications. The Tirana area poses one of the most critical challenges, as it not only has a considerable volume of historical documentation, but also a high flow of applications for cadastral services. Thus, by the end of this year, it is intended to complete the scanning of property documents, while next year the digitization of property cards and cadastral maps.

The lack of complete, accurate and up-to-date data is considered one of the biggest problems and challenges that the cadastral system currently faces in our country. “These shortcomings lead to great legal uncertainty for owners and significantly hinder the carrying out of safe and fast transactions. The current situation has created a favorable terrain for numerous conflicts between different owners or claimants, especially in cases of inheritance, donations, or assets involved in legalization processes”. In addition, there are in many cases inconsistencies between the data recorded in the cadastral registers and those found in the legal documents of ownership as well as inaccurate cartographic positioning. The completion of the initial registration and the digitalization of the data will make it possible to level all these problems that have emerged over the years.
