What are the weak points of construction? - From declaring prices below reference, to "hidden" surfaces

The tax administration has conducted an analysis of the construction sector to highlight weaknesses, which will also be at the center of the anti-informality action until May 23, 2026.
The Risk Management Directorate identifies several main risk groups for the sector, starting with the complete non-declaration of turnover and surfaces. At this point, problematic actions include the declaration of sales prices below market prices and below reference prices. "Cash" sales without issuing invoices/fiscalization, especially in the early stages of the project (down payment, informal prepayments).
Another group of violations is related to under-declaration of labor costs and informal employment. This category includes a low number of declared employees in relation to the volume of work. Declared wages much lower than the average market level for construction professions. Use of temporary or undeclared workers for intensive phases of work.
Fictitious suppliers and false invoices are another category of violations that will also be at the center of the action, which includes the use of risky entities (without staff, without real activity, with a history of non-payment) to artificially increase costs and reduce taxable profit and VAT payable.
Issues related to discrepancies between construction permits and tax declarations have also been identified. Areas declared for tax purposes smaller than the areas approved in construction permits or registered in mortgages/cadastres or physically completed projects, but with delayed or partial declarations of income.
From the tax administration's perspective, construction also results as a sector with a risk for money laundering, given that it has a high volume of cash transactions and difficulty in determining the real cost, and for this reason it often appears in reports on the laundering of the proceeds of crime as a favored sector for hiding and recycling capital.
The declaration and assessment of income from collections according to contracts and agreements between the parties made before the final sale of the building is another problem identified in this sector. Which includes the failure to issue a tax invoice for every sale of an apartment, building, real estate, carried out, regardless of whether it is exempt from VAT or not.
