Pensioner bonus, almost 63 million euros - Normative Act 2024, Malaj: Vulnerable

Through a normative act, at the end of 2024, the government redistributed about 50 billion lek or 500 million euros between budget expenditure items, current and capital, with the aim of realizing public expenditures for 2024 as fully as possible, while keeping budget revenues unchanged at the total level.

During the presentation of the normative act in the Economy Committee, Minister of Finance Petrit Malaj emphasized that the aim was to support vulnerable groups, provide a spring bonus for pensioners, and support road projects with positive progress.

"Through this Normative Act, the in-primis support for the most vulnerable segments of society was aimed at, through the distribution of a year-end bonus package at a cost of around 2.2 billion lek, in addition to the creation of a special account at the Bank of Albania for the support of pensioners with an initial transfer of around 6.3 billion lek. On the other hand, in the logic of previous years, this review of the 2024 budget also materialized the reallocation of budget expenditures towards those with higher performance, significantly achieving the payment of obligations."

The members of the committee have raised concerns about a high level of non-realization of investments by the end of the year, and for this reason, Minister Malaj has emphasized that measures have been taken for 2025.

"For 2025, we are making a monitoring plan for the timely realization of public expenditures. In cooperation with the World Bank, we have undertaken training for administration employees. We have also created an e-transparency platform, and during 2025 we will also hold meetings to train on a monthly basis on the progress of investments."

According to the minister, the realization of domestically financed investments for 2024 is at 92% and foreign-financed investments at 90%.  

The budget deficit is currently estimated at 10 billion lek, while part of the expenses are expected to occur by the end of the month.
