Businesses under surveillance, suspensions and warnings increase - From counseling to fines. How is the work environment changing this year?

With the increase in controls in the business sector during 2025, a significant increase in administrative measures and interventions to protect employee rights has been observed. From January to September, 7,033 entities were inspected across the country, while 5,960 of them were controlled on a risk basis, in accordance with the annual monitoring plan.
Another important indicator is that of new entities advised, which amounts to 14,821 businesses informed about the obligations and rights deriving from labor legislation, with the aim of strengthening the culture of respect for the law in the workplace. During this period, 695 inspections were also carried out due to complaints, 39% more than a year ago. 78% of them were resolved in favor of employees, which proves the effectiveness of interventions in protecting their rights.
Punitive measures also increased, with 1,040 suspensions recorded, 3% more, as well as 2,813 warnings, which constitute a high increase of 119% compared to 2024. Meanwhile, the number of fines reached 190, 40 more than a year ago, with an increase of 11% in monetary value.
Increased controls have also had a positive impact on the formalization of the labor market. During the first nine months of the year, a 9% increase in identified informal workers was recorded, bringing 23,960,520 lek per month in additional revenue to the state budget after their declaration.
These figures show that through the intensification of inspections and more rigorous follow-up of violations, concrete results are being achieved in protecting employees and increasing transparency in the labor market.
