Businesses under the VAT regime have received back 25.3 billion lek or approximately 253 million euros from the state budget in the form of reimbursement last year.

Referring to official data from the General Directorate of Taxes, during the period January - December 2025, about 13.1% more than in 2024, or 30 million euros, were reimbursed in total (FIFO + Installments).

Specifically, 1649 requests processed according to the FIFO method were approved and reimbursed (out of 1601 requests received in 2024), with an increase in number of about 2.93% compared to 2024. While a total of 2,740 requests for reimbursement were registered.

All FIFO claims approved for the period January - December 2025 have been reimbursed on time. The largest portion of the refunded value, around 61.65%, was given to taxpayers of the Large Taxpayers Directorate (LTD), followed by the Tirana Tax Directorate and then Durres.

Regarding the average processing time, from the date of the request to the date of its approval, for the year 2025, businesses were reimbursed on average in 31 days, while 56% of requests were processed within 30 days. About 43% of requests were processed within the 60-day period. It should be noted that 1% of requests were processed over 120 days and the main reason was the non-payment of obligations for “Social Security and Health Contributions” by taxpayers.

The stock of refunds for requests approved and not settled by the tax administration until December 31, 2025 results in around 1.4 billion lek, of which are mainly liabilities to Bankres Petrolium, due to it being a subject under investigation.

As of December 31, 2025, the Reimbursement Directorate has a total of about 266 requests in process (out of 258 requests resulting in 2024), with an increase in number of about 3% compared to 2024.
