Municipalities 'incapable' of urban waste management - State budget,

Most of the country's municipalities are unable to manage the waste they produce at their own expense. Under these conditions, the state budget includes expenses for waste treatment as part of the unconditional transfer.

Out of 61 municipalities, 36 of them are subsidized by the budget for this activity. For the year 2025, 820 million lek have been made available to these local units, most of which goes to 10 of them. More than 30 percent of this amount goes to a single municipality, that of Durrës.

Meanwhile, the state also finances other municipalities that have high tourist flows, such as Saranda, Vlora, Himara, Kavaja and Gjirokastra.

According to the budget tables for the coming year, these funds are an additional financial mechanism that supports municipalities for the good management of urban waste, and their breakdown by municipality is made taking into account:

a) the amount of annual waste and

b) additional costs for their transportation to collection and processing points.

In addition to the money given by the central budget, the local units add funds from their income for the treatment of urban waste.

For the year 2025, the general and sectoral unconditional transfer constitute an important source for financing local government functions.

During the year 2025, the local government will benefit in total 43 billion ALL in the form of transfers, of which 26.2 billion ALL or 60% is general unconditional transfer and 13.2 billion ALL or 30% is in the form of unconditional sectoral transfer.
