In accordance with the National Employment and Skills Strategy for the period 2023-2030, the main policy document in the field of employment and skills development in the country, with the main objective in the field of vocational education and training (VET), aims to increase the level of the skills of women and men of working age, it is stated in the relation of the pr. budget for 2025.

In the strategic objectives for the period 2023-2030, according to the draft budget for the next year, it is stated that Albania intends to develop the offer of vocational education and training (VET), to make it more relevant and flexible.

The main objectives of this strategy include the modernization of the vocational education offer; strengthening the guarantee mechanisms, quality development and digital and green transformation of the VET system. Meanwhile, the aim is to increase the engagement of the private sector in the development and provision of opportunities.

Another priority remains the promotion of opportunities for lifelong learning, creating opportunities for individuals to improve their skills and adapt to rapid changes in technology and market demands.

Currently, vocational education is offered in 29 public schools of vocational education, this has come as a result of the implementation of the optimization plan in Durrës, Elbasan and Korçë counties.

Vocational education accounts for about 17.9% of pre-university secondary and higher education. The number of students attending public vocational education for the year 2023-2024 is 14,944, of which 2,433 are girls.

The trend of registrations in vocational education continues to increase for students attending vocational education compared to students attending upper secondary education (from 13-14% in 2013 to 17.9% in 2024.)

The priority remains the updating of the National Catalog of Professional Qualifications, in accordance with the requirements for the skills and professions of the future, it is stated in the draft budget for the next year.
