52.5% of public authorities, with high transparency - Report/ 32 institutions in the country "do not pass the class"

More than half of public institutions in the country are assessed as having high transparency towards citizens.
The Office of the Commissioner for the Right to Information and Personal Data Protection has completed, for the sixth consecutive year, the process of monitoring the proactive transparency of public authorities in the Republic of Albania.
At the end of the monitoring, it results that out of the total number of 284 Public Authorities monitored during 2025, 149 public authorities or 52.5% of the total are ranked green, or in other words, with a high level of transparency.
With white color or medium transparency level, 102 public authorities or 35.5% of the total result. And with yellow color, or low transparency level, 32 public authorities or 11.5% of the total are listed. With red color, with minimum transparency level, only 1 public authority or 0.5% of the total results.
By comparing the statistics of the “Indices” for 2025 and 2024, the Commissioner's Office finds that there is an improvement in the proactive transparency of public authorities, which is also reflected in the number of those categorized with high proactive transparency from 112 to 149 (+37 public authorities). In the category of Public Authorities listed with medium proactive transparency, a slight decrease in the number is noted from 111 to 102 (-9 public authorities). For the group of PAs categorized with low proactive transparency, the figures speak of an increase in the number from 26 to 32 (+6 public authorities), while, in the last category with minimal proactive transparency, the figures speak of a decrease from 2 to 1 (-1 public authority).
According to the report, the increase in the number of monitored Public Authorities from 251 to 284, an estimated 13% increase, as well as the increase in indicators from 12 to 16, essentially presents a better picture in terms of proactive transparency.
