4 toll roads, ARRSH platform for good management - 120.3 million lek tender opens, concessionaires will also be users
As toll roads are expected to increase, the Albanian Road Authority plans to establish an integrated platform for the management, monitoring and operation of toll stations.
This department has opened the tender with a limited fund of around 120.3 million lek, while in the accompanying documents it states that the Smart Tolling Software Platform (STSP) must be able to collect and analyze data on traffic volumes, vehicle classifications, vehicle speeds, and expected and collected tolls.
"STSP's data and reporting capabilities should allow for better management of tariff operations, ensuring maximum revenue," the document states, among other things.
Users of the platform will be the Albanian Road Authority, the National Road Operation Entity, as well as existing and future concessionaires.
Currently, there are 2 axes where tolls are applied, specifically the Kombit road and the Thumanë - Kashar road, while this year tolls are expected to be introduced for the Llogara tunnel. Also, the segments of the Kashar - Lekaj road, which are under construction, will be part of the system.
As for the National Road Operation Authority, it was established last year by government decision, with the Ministry of Infrastructure and Energy representing the state as the owner of 100% of the shares.
According to the decision, EKORR's object of activity is not only the operation of toll roads, but also the maintenance of the operating infrastructure, such as toll booths, the production and distribution of monthly subscription tickets (subscriptions) for toll road users, fee collection, etc.
Also, this company will have as its object of work the monitoring and coordination of the operation service on toll roads, the operation of which is carried out by the respective concession companies.
