393 risk profiles, how businesses are tracked - Advanced algorithms and artificial intelligence for goods at customs
In the Albanian customs system, there are 393 active risk profiles in import-export and 80 in transit. Based on the risk areas, the structure of the profiles results to be mainly profiles for the purpose of checking for security, misclassification, value and excise of goods, respectively 39%, 27%, 6% and 5%.
During the period January - December 2024, the work of risk specialists consisted of developing detailed analyses in order to identify areas of risk, fiscal and non-fiscal, as well as analyzing/assessing phenomena such as tariff misclassifications, security, economic excise with risk, or on high-risk operators, etc. that hinder the Albanian Customs Administration in carrying out its tasks/missions.
The risk profiles belonging to the year 2024 maintain the same structure as the existing one, so the majority of them are fiscal in nature, specifically about 49% of the total profiles. While the remaining part, about 39% of the total profiles, consists of security profiles.
This year, the customs administration will once again prioritize the development of Advanced Risk Modules. It is planned that the integration of new technological modules for risk analysis will enable more accurate identification of high-risk cargo, using advanced algorithms and artificial intelligence.
It is also aimed at further reducing physical and documentary checks: By implementing the motto "check less, check better", with the aim of reducing the number of physical checks, focusing only on high-risk cases. This measure is expected to improve efficiency and reduce waiting times for economic operators.
In parallel, it is envisaged to increase the professional capacities of customs staff for the effective use of new risk modules and for the implementation of modern risk management methodologies through continuous training.
