Around 2.5 million immovable properties of Albanian citizens will gradually begin to be registered in the Fiscal Cadastre, which is already operational, to become subject to the new property tax. According to the 2026-2028 medium-term budget program document, the cost of registration is estimated at 25.7 million lek, or 10.2 lek for each registered property. For the “ProTax Albania” project, which aims to implement a property tax based on market value, expenditures of 8.7 million lek are foreseen in 2026.

Within the framework of this project, the Ministry of Finance has currently established the Fiscal Cadastre and has drafted a draft law according to European standards, in cooperation with Swedish partners, which is expected to be approved within this year.

According to the Ministry of Finance, by 2026, all municipalities will be integrated into the Fiscal Cadastre system and property registration in the system will gradually begin.

In 2027, the national property valuation process is expected to be completed, while the new law, which includes the application of a new property tax based on market value, is expected to enter into force in 2028.
And in 2030, the implementation of the land tax will begin, which finalizes the property tax reform.

The 2026 budget has foreseen a further increase in revenues from this tax on behalf of municipalities, with an annual total of 10 billion lek or about 100 million euros, or about 1.4 billion lek more than in 2025.

But, despite the fact that there will be a new law and a functional Fiscal Cadastre, this reform requires the full commitment of municipalities to guarantee the most efficient implementation. The tax that will be applied could range from 0.035% to 0.065% for residential properties and from 0.14% to 0.26% for commercial premises, however, there are no official coefficients yet, as they will be reflected in the new draft law that will be submitted for public consultation.
