10% of savings from procurement go to art - How the National Fund for Art will

A new initiative in the field of culture is expected to bring changes in the way art and cultural heritage are supported in the country. The draft law in public consultation for the creation of the National Fund for Art, foresees that 10% of the savings generated from public procurement procedures at the national level will be spent on financing art and cultural heritage.

According to the explanatory report, the fund will have as its main goal the support of artistic production, the preservation of works of historical and cultural value, as well as increasing public access to cultural life. This mechanism will not only be financial, but also developmental, with a long-term impact on cultural identity and community life.

The draft law proposed by the Council of Ministers foresees that the fund will be used for the purchase of works of art, artifacts and objects of special importance, which will then become public property and will be administered by cultural institutions. One of the main objectives remains the enrichment of national collections, the protection and restoration of valuable works, as well as the promotion of artistic creativity.

In terms of organization, the fund will be administered by the ministry responsible for culture, while a committee of experts will make decisions on the selection and purchase of works. This committee will be supported by a technical secretariat, which will follow the administrative and financial procedures, ensuring more efficient and transparent functioning.

Meanwhile, the fund will be supported by 10% of savings generated from public procurement procedures at the national level. It can also benefit from donations and sponsorships, without creating an additional burden on the state budget.

The draft law also provides for flexibility in the purchase of works of art, allowing the use of national and international auctions, as well as direct agreements, but always under strict rules of transparency and control.

On the other hand, to guarantee accountability, the Ministry responsible for Culture will publish every year the list of purchased works and the fund's financial report, while its activity will be subject to audit by the relevant institutions.

This policy aims to strengthen cultural identity, increase citizen participation in artistic activities, and improve cultural infrastructure. Likewise, the draft law aims to ensure that artistic heritage is preserved and transmitted to future generations.
