EU integration, Montenegro meets 64% of obligations - In June, the EU-Western Balkans Summit will be held in Podgorica

During 2025, 64% of the obligations set for the path to EU membership were fulfilled. This statement was made by the Government of Montenegro within the framework of the 2025–2026 Membership Program, adopted in February 2025, which includes 33 negotiation chapters.
"After consolidating the obligations that are repeated in several negotiating chapters, without duplicating acts, 354 unique tasks have been identified, of which 225, or 64%, have been implemented. These results indicate a sustainable and measurable progress in the implementation of the Program, " the Montenegrin government said in a statement.
Meanwhile, during the meetings in Davos, the Prime Minister of Montenegro spoke
on the pace of Montenegro's reforms and the implementation of measures and projects from the Growth Plan, and the continuation of the closure of negotiation chapters next week was announced.
According to the announcement from the Prime Minister's Office, this concerns Chapter 32 - Financial Supervision, which is under the responsibility of the Ministry of Finance. Montenegrin Prime Minister Spajic announced that the Montenegrin negotiating teams are working diligently on each of the 21 remaining chapters for closure, and extraordinary parliamentary sessions will also be organized in this regard.
A particular focus, as emphasized during the meeting, is on chapters 23 and 24, where continuous work is being done on completing the judicial appointments process.
Spajic stressed that Montenegro this year, while marking the 20th anniversary of the restoration of independence, has a number of international activities - it chairs the Berlin Process, the Western Balkans Fund and the Committee of Ministers of the Council of Europe, and on June 5 will also host the European Union - Western Balkans Summit.
