Kosovo without funds from the economic growth plan/ There are no institutions that would make formal agreements with the EU
While the European Commission has approved the decision on new payments to Albania, North Macedonia and Montenegro from the Western Balkans Growth Package,
Kosovo and Bosnia and Herzegovina remain the only countries in the region that have not yet been able to benefit from this package. Bosnia and Herzegovina has not adopted a Growth Plan and a reform agenda, while Kosovo was among the first countries for which the Commission had approved such an agenda since the autumn of last year. Payments for Kosovo are not possible because there are no institutions that would make a formal agreement with the EU, which would pass with 2/3 ratification in the Parliament. Due to the ongoing institutional crisis in Kosovo, this country is not able to receive payments from this plan, even though it had previously fulfilled the technical and formal conditions.
For the European Commission, it is important that the countries of the region benefit from this package, which helps reforms, economic development and accelerates their integration into the European Union.
The European Commission has warned on several occasions that this package is special and that it also has a limited time limit.
