EC, 790 million euros for Romania - The funds will cover the costs of closing

The European Commission (EC) approved, under EU state aid rules, 790 million euros to cover the extraordinary costs arising from the closure of four Romanian coal mines, such as Lonea, Lupeni, Livezeni and Vulcan.

The EC said the measure will help Romania phase out coal by 2032 in line with its binding commitment under the national recovery and sustainability plan.

The package covers the social costs for workers who have lost, or will lose, their jobs due to the closure of the mines, and the costs related to the safety and repair work necessary for their closure, in particular for securing mine shafts, repairing damage to the environment caused by mining and land reclamation. The aid covers costs incurred from 1 October 2023 to 31 December 2032.

The Commission assessed the measure under EU state aid rules and in particular Article 4 to facilitate the closure of uncompetitive coal mines.

The EC said the measure is compatible with the internal market as the aid does not exceed exceptional costs not related to actual production. The orderly and irreversible closure of the four mines is expected to be completed by 2032.

According to the Commission, "the package will help Romania carry out the necessary safety and rehabilitation works to facilitate mine closure and ensure that no one is left behind in the green transition".
