Changes in water pipes - Reform/ 14 regional companies are established, only

Two and a half years after the reform in the water supply and sewerage sector, which provided for the merger of existing companies, 14 regional companies have been created, out of 15 that will be in total.

Recently, the Water Regulatory Authority has licensed the Vlora Regional Company, which will provide service in the Municipalities of Vlora, Selenica and Himara.  

Meanwhile, with the licensing of this company, only the Tirana Regional company, which includes the municipalities: Tirana, Kamëz and Vorë, remains unestablished.  

In order to create the regional company, approval by the Municipal Councils is necessary, while at the moment the merger is finalized, 49% of the shares are divided between the municipalities, while 51% of them go to the Ministry of Infrastructure and Energy.

The improvement of the financial situation was one of the main objectives of the reform, while an assessment of the Water Regulatory Entity showed that in 2023 there was a 13.7% improvement in the Coverage of Operation and Maintenance Costs, and a 1.6% Current Collection Rate. and the general one with 4.7%.

Meanwhile, in addition to improving the financial situation, the aim is tariff unification in the entire new service area. According to ERRU, for some of the regional companies the rates are approximate from area to area, therefore tariff unification is possible.

While for some others it seems quite difficult due to the large differences in fees carried by previous individual companies. For this reason, ERRU emphasizes that in these cases tariff unification should be carried out gradually, assessing the situation case by case.

Before the reform, the sector was operated by 58 water supply and sewerage companies.
