Minister of State for Public Administration and Anticorruption, Mrs. Adea Pirdeni, participated in the regional conference on best practices in the prevention of corruption, from policy to action, organized by UNODC (United Nations Office on Drugs and Crime) and UNDP with the financial support of UNMIK.
In her speech, Minister Pirdeni emphasized the importance of joint regional commitment to strengthen transparent and accountable governance mechanisms, noting that the United Nations Convention against Corruption (UNCAC) constitutes the main global framework for this effort.
"Albania is fully committed to fulfilling its obligations under the Convention, promoting integrity, accountability and transparency. The proactive approach of the Albanian government in the fight against corruption proves exactly the implementation of the UNCAC principles for guaranteeing the impunity of corruption, as a phenomenon that erodes not only social and state morality, but turns into a serious obstacle for the country's economic development. said Minister Pirdeni.
Minister Pirdeni emphasized that the Law Reform is rewriting the new page of European Albania, contributing substantially to the advancement of the EU accession process. Today, 98% of judges and prosecutors have undergone the vetting process.
"About eight years ago, Albania undertook the deepest, most exemplary and most radical reform in the justice system, with the aim of restoring citizens' trust in a judicial system based on integrity, transparency, professionalism, efficiency and above all, in independence. As part of this new reform, judges and prosecutors are currently being evaluated based on their wealth, integrity and professional skills. The vetting process of all judges and prosecutors is on the verge of completion today with 794 cases closed out of 805 in total," said Minister Pirdeni.
Further, Minister Pirdeni focused on the Cross-Sectoral Strategy Against Corruption 2024-2030, the basic political document that sets out the concrete commitments of all institutions responsible for further deepening the fight against corruption at all levels of government. The most risky sectors have been identified in the Strategy, Minister Pirdeni said, such as: Properties, Taxes and Customs, Health, Public Contracts (Procurements and Concessions) and Education. For the first time, the Strategy is extended and applied to local government institutions and aims to promote integrity in the private sector as well. Dedicated focus is also given to the protection of young people with the principles of integrity and legality.
"On November 4, 2024, we launched the new strategic anti-corruption framework 2024-2030, where we focus, among other things, on the deepening of measures within the framework of international obligations that Albania has in the framework of its journey for EU accession, including embracing of a sectoral approach to the fight against corruption in the most sensitive sectors and increased education about integrity and legality, as a powerful measure with long-term effects, in order to raise a much more conscious generation in society. The process of approving this strategy coincides with a moment of historical importance in Albania's journey to the EU, the opening of the first "Basic" Group-Chapter. This strategic document is in line with the efforts to strengthen the standards of good governance and the further modernization of our entire state apparatus and is in line with the vision of Albania that day by day builds protective walls against corruption. Today, the Intersectoral Strategy against Corruption 2024-2030 comes as an act, which responds and addresses all the obligations stemming from the last Progress Report of the European Commission for Albania, and above all, as an internal need to increase and united forces with a clear objective: the modernization of governance on the one hand and the uncompromising fight against any behavior that tarnishes the image of a public official or any action that fundamentally erodes the foundations of providing services to citizens with honesty and integrity," said the minister Lose it.
At the conference, attended by the Prime Minister of the Republic of Kosovo, Mr. Albin Kurti and over 50 decision-makers and experts from the region and beyond, the need for close cooperation between regional actors and the harmonization of practices for a more integrated and effective approach was discussed. against corruption.
