Greece, tourism "fills" the state coffers - New visitor fees have

As tourism revenues grow, Greek state revenues are also expanding, not only from business taxes and VAT, but also from fees imposed on tourism activities. These include measures such as the climate sustainability fee and the one for cruise ship passengers.

According to data from the Ministry of Maritime Transport and Island Policies, in the period from July 21, when the implementation of the tourist ship tax began, until October 21, state revenues reached 31 million euros. It is estimated that by the end of the year this amount will exceed 40 million euros.

Also, profits from the climate sustainability fee, which is paid for each night of stay, during the first eight months of the year have reached around 300 million euros. In July alone, one of the peak months, this measure brought in 86.94 million euros.

Both tariffs are designed with clauses that foresee the return of part of the revenue to local communities, through investments in infrastructure and other areas. However, the distribution of the funds collected in 2024, which amount to approximately 370 million euros, remains unclear. It is worth noting that last year the climate tariff was lower and increased from the beginning of 2025, according to a government decision. While the measure for ship passengers was implemented for the first time after mid-July. In total, it is estimated that these two tariffs will bring in revenue approaching 1 billion euros for the period 2024–2025.

According to data from the Bank of Greece, Greek tourism has remained stable during the first eight months of 2025. From January to August, revenues from this sector expanded by 1.7 billion euros or 12% more compared to the same period last year, reaching 16.7 billion euros.

Earnings from German tourists increased by 6.6% to 2.637 billion euros, while those from France increased by 5.5%. The United Kingdom saw an expansion of 8.7% to 2.485 billion euros, while the American market recorded the highest growth, with 20.6%.
