EU increases controls on metal imports - Takes measures to protect industry from consequences of Trump tariffs
The European Union plans to tighten controls on steel and aluminum imports, amid fears that diverted global supplies will be dumped into its markets. It also aims to restrict countries from blocking imports of scrap metals.
The Commission will present its final action plan for steel and metals, providing guidance on how to make European production more sustainable and competitive, amid trade tensions with the US and fierce global competition.
The text makes clear that the EU executive expects overcapacity to worsen the trade situation in steel markets after existing safeguard measures expire on June 30, 2026. "In addition, the problem could worsen as more countries restrict imports, making the EU a key destination for excess steel," according to the draft.
For this reason, "by the third quarter of 2025 at the latest, the Commission will propose a long-term measure that ensures an equivalent level of protection for the bloc's steel sector," the document states.
"The proposal will ensure that the new measure enters into force in time to replace the current safeguards and provide the same degree of protection against the negative effects caused by global overcapacities. This will be done taking into account security and sustainability considerations, as well as changes in EU demand, while maintaining a certain level of openness of the bloc's market," the document says.
The European Commission will also launch an investigation into possible safeguard measures for the aluminium sector, as the loss of market share of EU producers and the recent US tariffs on aluminium "are expected to further aggravate the situation with a significant threat of trade diversion from multiple destinations", the draft notes.
The document also specifies that existing export restrictions imposed by third countries on exports of scrap metals should be countered by reciprocal measures.
