In the second quarter, the Albanian government plans to take on 100 billion lek of domestic debt. The Ministry of Finance has published the issuance calendar, according to which the highest value of government bond issuance is expected in May.
Specifically, in April, 33.5 billion lek of government securities are expected to be issued, in May around 36 billion lek, while in June only 36 billion lek.
Compared to the first quarter, when the government's domestic borrowing amounted to 132.5 billion lek, the debt in the domestic market turned out to be significantly lower in the second quarter. The most issued type of government securities is 12-month treasury bills, while there is no shortage of bond reissues. 12-month bills are also the instruments with the highest amount, reaching a maximum of 9.5 billion lek in May.
Meanwhile, the Ministry of Finance has started issuing a new long-term instrument, 20-year bonds, as a market test this year. This instrument was initially issued in January to be reopened in March, while this type of bond will be issued for the second time in June to be reopened in September.
Based on the annual borrowing plan, total issuance is expected to be around 356.40 billion lek during 2025. The instrument with the most frequent and highest issuance is expected to be 12-month treasury bills again. A total of around 306.41 billion lek is expected to mature during 2025, of which 197.34 billion lek are treasury bills and 109.07 billion lek are bonds.
In February, Albania issued a new Eurobond worth 650 million euros, the seventh in its history. This is considered Albania's most successful issue since the first one in 2010, due to very high investor demand. The Eurobond has a 10-year term and will mature in February 2035.
