How ready is Albania for artificial intelligence? - Beshello: There should also be a special law based on the EU act

In the next 5 years, Albania aims to integrate artificial intelligence into all major sectors, such as government, education, health, agriculture and others, to increase productivity, innovation and quality of life.
However, the development of artificial intelligence capabilities is associated with several costs, which can be both financial and organizational.
"When we talk about costs, we only consider financial costs, but in fact there are also organizational costs where our state should focus in three directions, the first direction should be that of improving the digital infrastructure where we should invest in the creation of powerful networks and data centers, also of particular importance are human resources, where specialists in these fields should be trained and qualified. Something important is also the preparation of the legal and ethical framework for the safe use of this artificial intelligence infrastructure" , said IT specialist Erald Beshello.
As part of the approximation of Albanian legislation with that of the European Union, our country should also have a special law on artificial intelligence, which will regulate activity in this field.
"Since we are also part of the integration process into the European Union, it is necessary to have a law on artificial intelligence, which should be based on the European act on artificial intelligence, a law that includes several main points. The first is the categorization of these systems based on risk, maximum, medium and low risk, with strict rules for those systems that affect security, health and human rights, the second point is related to personal data and security, the third point is related to transparency, the fourth point of this law is related to the ethical and legal framework and legal responsibilities for abusers in this case and the fifth point is related to the promotion of start-ups ," he said.
According to Erald Beshello, artificial intelligence will make people's lives faster, easier, and more qualitative, by providing faster and more accessible services to everyone.
"The advantages are numerous, such as increasing the speed of services and their efficiency, reducing costs and increasing productivity in many sectors, more advanced and faster services in the field of health, safety in transportation or the creation of new opportunities in education and business," said Beshello.
Meanwhile, job losses due to the automation of processes in many sectors, the misuse of personal data, the creation of new inequalities, or the lack of ethical control if not regulated by a special law, may be just some of the risks of the development of artificial intelligence.
