Are Trump's powers limited in the war against Iran? - The US Senate is

U.S. lawmakers will try again next week to pass a resolution to stop war with Iran and force President Donald Trump to seek congressional approval for any further strikes, Senate Democratic leader Chuck Schumer said Wednesday, hours after Trump announced a two-week truce. "Congress must restore its authority, especially at this dangerous time," Schumer said.

Trump's threat that "an entire civilization will die tonight" sparked global concern and criticism from Democrats, dozens of whom called for Trump's removal from office. The 1949 Geneva Conventions on Humanitarian Conduct in War prohibit attacks on places deemed essential to civilians.

Schumer called Trump's statements "crazy" and criticized the war for failing to weaken Iran's government or curb its nuclear program, while global fuel prices have risen.

The White House says Trump's actions are legal and within his rights as commander in chief to defend the US by ordering limited military operations.

Democrats in the Senate and House of Representatives have tried but repeatedly failed in recent months to pass resolutions to force Trump to seek authorization from lawmakers before launching military operations.

Trump's fellow Republicans in Congress have almost unanimously supported his policies. Although the U.S. Constitution states that Congress, not the president, can declare war, that restriction does not apply to short-term operations or if the country faces an immediate threat.
