Budget 2026 Project, Government sends draft to Parliament: 823,057 million lek in revenues and 886,764 million lek in expenditures

The government approved last night and today the Parliament has published the draft state budget for 2026. According to the draft passed by the government, planned revenues amount to 823 million lek, expenditures to 887 million lek, while the budget deficit is expected to be 63 million lek.
According to the government draft, the programming of budget revenues is based on improving fiscal administration and minimizing informality in the economy. Budget expenditures for 2026 are programmed at 886.8 billion lek or about 31.9% of GDP, resulting in about 55 billion lek more than the revised plan for 2025.
Public investments for 2026 are planned at around 180 billion lek. The reconstruction fund will be 50 million euros.
120 million euros will be spent on 11 concession contracts, a slight decrease compared to this year's 123 million euros.
A special focus in the budget is on social policies. The government predicts a significant increase in social spending for 2026. 100 million euros will be allocated to increase pensions under the new scheme, while 135 million euros will go to reimbursement of medications.
The budget expenditures for the period 2026-2028 provide the necessary resources to achieve the government's commitment to increase the minimum pension to 200 euros per month and the average pension to 400 euros per month. In addition to this policy, the full financing of the effect of the increase in the minimum wage of 50 thousand lek per month is foreseen.
For the first time, the indexation of public administration salaries is also foreseen at a rate of 2.5% starting from January 1, 2026.
