Infrastructure investments continue to hold a significant weight in the construction sector. According to INSTAT data, in the first quarter of 2026, the value of approved engineering works reached around 5.8 billion lek, including both new projects and reconstructions.

The main weight is held by transport infrastructure projects, which represent over 70% of the total value of engineering works. Investments in roads and highways are estimated at around 4.1 billion lek, of which 1.67 billion lek belong to new construction and 2.45 billion lek to reconstruction. This shows that in addition to the expansion of the road network, a significant part of the funds is also being directed towards the improvement and rehabilitation of existing infrastructure.

Another important category is investments in water supply, electricity and telecommunications networks. In the first quarter of the year, the value of permits approved in this segment reached about 1.27 billion lek. Investments in these sectors are considered essential for improving public services and supporting economic development in urban and rural areas.

The data shows that during this period, no permits for complex constructions on industrial sites were registered. Meanwhile, the category of other engineering works represents about 394 million lekë, accounting for a smaller share of the total approved investments.

Overall, engineering works account for around 28% of the total value of building permits approved in the first quarter of 2026. The figures show that alongside the development of residential and commercial buildings, infrastructure investments continue to remain one of the main pillars of construction activity in the country.
