Procurement, 11.2 million lek in the state budget in April/ One in two

Complaints about public tenders continue to remain high. During April alone, 112 complaints were registered with the Public Procurement Commission, all related to public procurement procedures. Most of them are related to the bid evaluation phase, which shows that the process of selecting winners remains the most controversial point between economic operators and public institutions.

According to data published by the Public Procurement Commission, 69 complaints were filed for the bid evaluation phase, while 43 others had as their object the standard tender documents. On the other hand, the most problematic sectors are services and supply of goods, which together constitute over 100 complaints registered during the month. The largest share of complaints comes from Tirana, followed by Vlora and other regions of the country. Meanwhile, the majority of the procedures complained about belong to local government, with 57 procurement procedures contested during the month of April. During this period, the Commission has taken 85 decisions, while it has reviewed and resolved 93 complaints.

Another important indicator is related to the financial effect of the Commission's decision-making. According to the report, during April alone, the decisions of the Public Procurement Commission have brought savings of over 22 million lek for the state budget. Meanwhile, over 18 million lek in financial fees have been collected as guarantees for procurement procedures, while over 10 million lek have been returned to economic operators after the completion of the review of complaints. The data show that public procurement remains one of the areas with the highest level of disputes, while the role of the Public Procurement Commission continues to be key in guaranteeing fair competition and protecting public funds.
