Between staying and leaving, how does Albania rank? Balkan Barometer 2025: We prefer European Union countries more

Albania and North Macedonia rank among the Western Balkan countries with the lowest percentage of citizens who would not leave the country even if they had the opportunity, according to the Balkan Barometer 2025 Public Opinion Survey. Only 56% of Albanians declare that they would not emigrate, a level lower than the regional average and weaker than that of most countries in the region.
At the regional level, 59% of citizens say they would not leave their country. In Kosovo, this percentage reaches 64%, while in Bosnia and Herzegovina it is 62%. Montenegro and Serbia both register 59%, while only North Macedonia scores lower than Albania, with 53% of citizens preferring to stay.
Data shows that in Albania, 44% of citizens would be willing to live or work abroad, including 18% who say they would leave permanently if they had the chance. These figures place Albania among the countries most exposed to emigration in the Western Balkans.
In terms of preferred destinations, the European Union remains the absolute top choice for Albanians. Around 78% of those who would emigrate would choose an EU country, while 16% would prefer the United States. The trend is the same in other countries in the region, reflecting the central role of the EU as an economic and social destination.
The Barometer results suggest that, although the majority of citizens in the region still prefer to stay in their countries, Albania faces a higher level of insecurity and lack of perspective compared to its neighbors.
