Quality of energy supply - Suppliers Association, proposals for regulation issued for consultation

The Albanian Association of Electricity Suppliers (AAES) has submitted to the Energy Regulatory Authority a package of proposals for changes to the regulation that determines the quality of supply and network security performance in the electricity transmission system. In the official document sent to the ERE, the association emphasizes that the draft issued for public consultation has gaps that directly affect suppliers, end customers and third parties when network deviations occur.
According to the association, failure to meet supply service quality standards or network security performance can cause economic harm to suppliers, including the inability to buy or sell electricity, as well as imbalances. However, the draft regulation does not clearly define responsibilities in these cases.
The association also highlights that there is currently no clear mechanism in place to compensate end customers, who may suffer various types of damages, such as: lost profits, material damage, but also injuries to people. It is also emphasized that the regulation does not address cases where third parties are harmed, which may be persons or entities that do not have a contractual relationship with the supplier or operator, but who may suffer material loss or health damage as a result of an event on the network.
AAES has submitted proposals to address these gaps, requesting, among other things, that the text of the regulation clearly specify that any compensation must be made "in the same amount" as the damage caused.
These proposals come after a few weeks ago the Energy Regulatory Authority initiated procedures to amend the regulation that sets standards for quality of supply and security in the electricity transmission network.
