Delays in the property revaluation law - NAREA demands immediate decree

The National Association of Real Estate Agents, NAREA, raises concern about the delay in the process of enacting the Law "On the Revaluation of Real Estate", approved on December 12, 2025.
According to NAREA, the law is the result of an intensive 12-month work in collaboration with the Ministry of Finance, the Economy and Finance Committee and legislators, while its final approval has been awaited for more than a year and a half.
This law is expected to have a direct impact on around 500,000 Albanian families, who will have the opportunity to revalue their property according to its real market value. NAREA also emphasizes that the implementation of the law will create conditions for more affordable housing alternatives for tens of thousands of other families.
The association expresses concern about the delay in the enactment, which is leading to the postponement of publication in the Official Gazette, the delay in entry into force beyond January 1, 2026, as well as the blocking of the issuance of sub-legal acts, creating uncertainty in the sector and difficulties for citizens.
Although NAREA has expressed reservations about the 5% tax rate for housing and the implementation of 1% depreciation per year based on age, it emphasizes that a further delay would have even more negative consequences on the market, which has been facing inflationary pressures for 18 months.
In conclusion, NAREA calls on institutions to decree the law as soon as possible, publish it in the Official Gazette and enter into force, and requests immediate commitment from the responsible institutions to issue the necessary sub-legal acts and instructions for its implementation.
