Expansion of the Devoll Cascade - Feasibility study, society: Project details

The "Devolli Hydropower" company has completed the feasibility study for the construction of a reservoir with a pumping station in the upper part of the Devoll River, which aims to increase energy storage and balancing capacities.

The company's representatives made public a few days ago the details of the project, which according to them will have a small reservoir, with a capacity of 25 million m3. To understand the size of the reservoir, the Moglica reservoir was brought to attention, which has a water collection capacity of 280 million m3 of water. Meanwhile, the project foresees that the entire infrastructure, together with the aggregates, will be positioned under the rock.

According to company representatives, the study concludes that the project is regional, which means that it does not only target the reserve or balancing needs of Albania, but will also meet the needs of Southeast Europe or the European continent.

Also, during the presentation, it was announced that the cost of the project is 1.7 billion lek.

The feasibility study came after the fourth amendment to the concession contract for optimizing the hydrological use of the Devoll River and the hydropower plants that have already been built, which was approved by the Parliament in 2023. However, in the event of the project's finalization, the document does not include any forecast on the benefits that will accrue to Albania's energy portfolio.

The Devoll Cascade consists of the Banja and Moglica hydroelectric power plants, which are in production. The initial contract for their construction was signed in 2008, while during this period it has undergone 3 extensions in 2010, 2013 and 2015.
