Implementation of reforms and EU objectives - Report in the Official Journal/ 41 measures reported, 21 implemented

The European Commission has published the assessment of the First Implementation Report of the Reform and Growth Facility, a document included in the Priority Policy Paper 2027–2029 and published in the Official Journal.
Albania has reported 41 measures, of which 21 have been implemented, while 20 remain unimplemented, including renewable energy, energy labeling, and transparency of media ownership.
The assessment foresees benefits of around 99 million euros, divided between budget support, investment grants and loans from the WBIF. For the period December 2024, out of 16 measures, 11 were implemented, while for June 2025, out of 20 measures, 9 have been implemented and 11 remain pending legal approvals and the finalization of institutional reporting mechanisms.
Five measures were reported ahead of schedule, with only one being fully implemented, while 4 remain unfinished due to delays in harmonizing international protocols, visa policy, and the early warning system for narcotics.
The Reform and Growth Facility Monitoring Committee, co-chaired by the National Coordinator and a representative of the European Commission, was held on 24 September 2025. The focus was on reviewing the progress of the National Reform Agenda 2024–2027, with broad participation from institutions, civil society, academia and the business community.
This report and the monitoring meetings aim to strengthen the implementation of reforms, promote transparency and ensure the achievement of the objectives agreed with the European Union.
