Malaj: Increased formalization in construction, 13,000 awareness SMS and increase in wage funds

The Ministry of Finance reported progress in the formalization of the construction sector and increased awareness of the declaration of wages and social contributions during a press conference attended by the Minister of Economy, Petrit Malaj.
Malaj highlighted that the country is in the second year of implementing a medium-term revenue strategy, which aims not only to increase revenue but also to improve fiscal management. One of the main objectives is to formalize high-risk markets, such as tourism and construction.
The Tax Administration undertook an initiative against informality in the construction sector in November 2025, sending over 13,000 awareness-raising SMS messages to entities operating in this field. According to the minister, this was reflected in December 2025 with a 10% increase in the wage fund.
The monitoring has identified serious violations in real estate agencies, including lack of price transparency, failure to declare salaries, and failure to issue tax invoices. The administration is focusing on formalizing the labor market, declaring salaries, and turnover in construction.
The data shows an increase in the number of employees paid in the range of 700–1,000 euros and those receiving a salary over 120,000 lek. However, the Ministry highlighted that there are still entities that have not reacted to the messages sent by the tax administration and have been identified for further action.
The Ministry called for cooperation from businesses to accelerate formalization and ensure coverage of social contributions, emphasizing that monitoring actions and awareness-raising initiatives will continue.
