The draft law on the forgiveness of fines is clarified - The easing of procedures and the reduction of local fees are also foreseen
The draft law brought by the Socialist Party for the forgiveness of fines for constructions without permission in rural areas caused fierce debates in the plenary session on Thursday, due to the fact that it would be examined with an accelerated procedure.
But, in addition to the forgiveness of fines for the period January 1, 2015-November 30, 2024, the draft law also defines several other objectives.
According to the report filed in the Assembly by the working group of deputies of the Socialist Party, along with the cancellation of unpaid administrative measures for the period in question, the draft law also provides for the facilitation of procedures and documentation for a certain typology of constructions, which are necessary for rural areas, especially the improvement of residential houses, as well as the facilities that are at the service of agricultural activity.
Also, the draft law proposes the review of fees and taxes by the local government, to reduce costs for the residents of rural areas.
For the realization of these three objectives, the deputies propose that there be a clear division between the construction typologies.
The first group of objects includes interventions in residential houses in rural areas, housing expansion without destroying the basic structure regardless of the surface. In the second group of objects are interventions in stables, greenhouses, premises and warehouses that are not for residential purpose, but for collection points, agricultural or livestock activity.
For the two groups of facilities, the working group has also made proposals for changes in the two by-laws; in VKM 408/2015 "On the approval of the Territory Development Regulation" and VKM No. 283, dated 1.4.2015 for determining the types, rules, criteria and procedures for the construction of facilities for the production, storage and processing of agricultural and livestock products, on agricultural land, amended".
