The level of losses in the distribution network for 2024 was recorded at 17.93%, or 1% less than a year ago when the energy lost in the network was estimated at 18.93%. According to official data, last year's losses result in a difference of 0.57% lower than the target set by the government for the reduction of losses, which for 2024 was 18.5%.

However, energy losses in the network vary according to the regional directorates of the Distribution System Operator, as the data shows that out of the 11 Regional Directorates, Tirana has the highest level with 22.6%, followed by Shkodra with 17.7%. In third place in terms of the highest level of losses is Durrës, with 13%, while the other directorates report loss levels below 10%. The best in the ranking is the Korça Regional Directorate, with 4%, Gjirokastra with 4.4% and Fier with 4.6%.

Energy losses in the network occur for two reasons. The first is related to the depreciated network, which is considered technical loss and constitutes the largest amount of losses. The second reason includes non-technical losses, or in other words, theft.  

During the past year, a number of investments in the network have been reported, which may have contributed to the improvement of losses, but there were also actions to disconnect illegal connections by OSHEE. The controls were carried out within the framework of law enforcement and the fight against informality, while based on risk analyses, the focus was on entities that presented opportunities for abuse of electricity.

Improving the level of energy losses in the network brings financial benefits to the Electricity Distribution Operator, as it reduces energy purchase costs.
