As calls for applications for the national subsidy scheme are expected to open, the Director General of Agricultural Policies and Rural Development at the Ministry of Agriculture, Irfan Tarelli, spoke on the GDP show on SCAN TV about innovations, benefit criteria, support measures, etc.

For the first time, the government has decided to support calf farms, where direct payments for cattle will be provided, in the amount of up to 10 thousand lek/head of cow/heifer and up to 5 thousand lek/head of calf per farmer/applicant.

Meanwhile, farmers will benefit from cash payments for the oil they use for mechanized agricultural work. The criteria that farmers must meet to benefit from the oil scheme is the possession of agricultural land in ownership or use, proven with the relevant documentation.

"The instructions define in detail not only the deadlines, but every link in the process and help farmers who apply, to clearly understand the entire procedure followed, the documentation, so that they are recognized in the same way as those who administer the entire system, so that the farmer is recognized with the same transparency. We think that the number of applications this year will be even greater than last year. During 2024, we supported over 67 thousand farmers, the number of farmers who should come to our schemes has not yet been exhausted. We still have potential and one of the goals that we reviewed the schemes is to increase the number of support measures, so to address other important priority sectors of agriculture or livestock, to increase the number of beneficiaries, the level of support. Farmers to ensure more income, our consumers to have more domestic production, more safe production and why not, to export "- says Mr. Tarelli.

The application to benefit from the oil support measure for agriculture is made by self-declaration. Tarelli said that priority will be given to farmer groups. During the past year, over 67 thousand farmers benefited from the subsidy, while this year the objective of this ministry, according to Tarelli, is to increase the number of beneficiaries.

"Agricultural cooperative societies, as well as informal groups of farmers, we motivate them to apply together and in the case of oil, the condition is that they plant the same crop and this is done to minimize the negative effects that come from the great fragmentation of land. We try to have a positive impact through a single instrument, in 2-3 aspects, not only injection into farmers' incomes, which is the main purpose of direct payments, but also to benefit from other positive effects from the groups" - said Tarelli.

The Director General of Agricultural Policy in the UK also spoke about the opening of IPARD funds.

"A joint plan has been agreed upon and upon its fulfillment, all procedures will be followed for the earliest possible opening of IPARD III. The Agency for Agriculture and Rural Development, as well as the managing authority and the NAO, which is the office that represents the country in relation to the EU, are working to meet the already agreed criteria," Tarelli adds.

The government has also introduced a new banking instrument with a financing line of 250 million euros, to facilitate access to credit for the agriculture and rural development sector.
