The government has approved the relevant instruction for the placement of excise stamps and security codes, which will be affixed to tobacco, beer and alcohol products, as well as the methods of payment of fiscal stamps.

Referring to the instruction, manufacturers and importers shall place and mark all excise products, using excise stamps and fiscal stamps. Excise stamps for wine, distilled alcohol, brandy and pure alcohol shall be placed on the corks, in such a way that they are torn off when opened.

Excise stamps for beer kegs will be placed on the relevant products on the cap of the relevant container, in such a way that it will tear off when opened.

Excise stamps for beer (small producers and imported beers) will be placed on the cap (for bottles) and on the bottom or side (for cans), respectively.

For large beer producers, the fiscal stamp will be printed directly on the cork (for bottles) and on the bottom (for cans), using the system.

For each excise product that may be required to be stamped, not listed above, the excise stamp shall be placed on the relevant packaging. Excise stamps for tobacco shall be placed on the back and front of the package.

According to the instruction, starting from April 1, 2025, manufacturers are obliged to use the system and implement the appropriate procedures for each product.

As of this date, no product can leave the fully automated filling lines without a fiscal stamp. Also, starting from the same date, the authority's inspectors can begin checks for violations, which will be subject to fines and other measures provided for under the legislation in force.

Large manufacturers are prohibited from subcontracting the production of products to a third party that is not itself in compliance with this directive.

Fiscal stamps, ordered from the concessionaire company and approved by the General Directorate of Customs by 31.12.2024, and sent to the manufacturer or supplier by 31.3.2025 will be allowed to be used within 1 year from the date of sending the fiscal stamp. Unused stamps by 30. March 2026, must be returned and subjected to the destruction process according to the provisions of this instruction.
