Albania, one more reform in the National Agenda - 31 will be implemented in total. Alignment of visa policy with EU standards is added
The draft national reform agenda, which was sent to the European Commission for approval in July this year and was approved in November, contained a total of 30 proposed reforms. The final version of the Reform Agenda, the approved one, has one more reform than the draft, bringing the total to 31 reforms. Albania has also added a reform in terms of visa policy aimed at aligning visa requirements with European standards.
This reform will include ending visa-free agreements with at least two countries by 2025, and at least one in 2026 and 2027, which are visa-required for the European Union (measured at the end of each year, i.e. December 2025, 2026 and 2027).
In a report published by the Institute for Cooperation and Development (CDI Albania), the Albanian government submitted the list of reforms to the European Union before the end of the deadline for public consultation. Only a limited summary of the reform titles, excluding full details such as milestones, indicators and costs, was made available for consultation. If we compare it with the countries of the region, some of the latter have not given civil society organizations access to the reform agendas at all, or there has been a limited participation of them.
From the Economic Growth Plan of 6 billion euros for the Western Balkans, Albania is planned to receive a total of 922 million euros, 228 million euros will be loans and 264 million euros in grants from the European Western Balkans Framework (WBIF), based on achievement of the objectives of the reforms.
