Labor market challenges in Albania - More inspections and fines, but still informality
May 1, International Workers' Day, finds Albania facing numerous challenges in the labor market, but also with efforts to improve conditions and supervision of labor relations.
But referring to the latest report of the State Labor Inspectorate, during 2024, over 190 thousand inspections were carried out in almost 10 thousand entities, with a significant increase in controls in new enterprises, which account for 22% of the total.
This is thanks to better cooperation with institutions such as the Tax Directorate and the Central Bank, as well as risk-based planning.
The inspections focused on young people under 18, foreign workers, people with disabilities and pregnant women. Meanwhile, informality remains a challenge.
In 2024 alone, 2,600 informal workers were identified - a 32% increase compared to the previous year, while over 3,900 people were found to be without an employment contract, 58% more than in 2023.
Regarding occupational safety, 177 accidents were recorded, including 33 with fatal consequences, figures that remain stable compared to previous years. For serious or repeated violations, 210 fines were imposed, with a total value of over 53 million lekë – an increase of 42% in number and 25% in value.
One of the most important achievements of this year is the piloting of the MIRA intelligent system – Matrix of Intelligence and Risk Analysis – which aims to modernize labor inspection in Albania, with the support of the ILO and the European Union.
