Renovation of 980 public buildings - Plan for decarbonizing the sector, 113

Around 980 public buildings are expected to be renovated by 2027, according to the draft National Building Renovation Plan, which foresees deep interventions in the existing stock of public and residential buildings, with the aim of fully decarbonizing the building sector by 2050.

The document was issued for public consultation by the Ministry of Infrastructure and Energy, following the approval of the Long-Term Building Stock Renewal Strategy.

According to the plan, around 980 municipal and central public buildings are expected to be renovated between 2025 and 2027, with a total investment of over 113 million euros. However, the plan takes into account the year 2025, but the fact that it has not yet been approved means that there will be delays. 

According to the document, the renovation of 306 public buildings was planned for 2025, with a fund of 35.2 million euros. Meanwhile, in 2026, intervention is foreseen in 327 facilities with 37.6 million euros, while in 2027, the number of buildings that will have to be included in the renovation process will have to reach 347, with 40 million euros of investment.

The plan sets out a national renovation trajectory with targets for 2030, 2040 and 2050, as well as minimum energy performance standards for new and existing buildings. It aims to mobilise public and private investment in energy and construction, creating a new market for green technologies and employment in the construction and clean energy sectors.

According to the draft, the Albanian building stock consumes over 37% of the country's total energy, being among the sectors with the highest energy consumption in the country. Meanwhile, by 2050, the foreseen interventions are expected to significantly reduce this level through thermal insulation, efficient heating systems and the use of renewable sources.
