Four roads, receiving an additional 2.4 billion lek - Projects/ From the Tirana bypass, to solving traffic on the Tirana-Elbasan highway

The changes to the 2025 budget, through the government's Normative Act, allocate an additional 2.4 billion lek for the advancement of various road projects. More specifically, this money will be allocated to 4 projects with good performance that will continue beyond 2026. The first is the construction of the Tirana-Elbasan connecting road with Corridor VIII, an intervention that is expected to provide a solution to the traffic created at the entrances and exits of the Tirana-Elbasan highway.
The project aims to build a segment that starts before reaching the Bradashesh roundabout, connecting the highway with Corridor VIII, near the former Metalurgjiku. Authorities have stated that the goal is for this segment to be ready for vehicle traffic by the summer of next year. Regarding Corridor VIII, the Normative Act also provides for financing for the relocation of high-voltage lines along it, which is the second project for which funds have been allocated.
Another important project receiving funding for advancement is the Tirana bypass, for its third phase. Contracts have currently been signed for the first two phases, which include a road length of 8.5 km in the Kashar–Vaqarr segment, a key part of the bypass. The financing of the third phase, in turn, implies the continuation of this segment, which has a total length of 21.6 km. The Tirana bypass is considered one of the most important road infrastructure projects, as it will directly connect the Durrës–Tirana highway with Tirana–Elbasan, avoiding the entry of transit traffic into the capital.
Meanwhile, the fourth project to receive additional funding for 2025 is the urban requalification of the Tirana-Durres highway (phases I–III). Phases I and II include the expansion of the highway in its first 5 km, starting just after passing the Kamza turn, up to the Rinas overpass. This segment is expected to be completed within 2 months, bringing the total to 8 lanes. Meanwhile, the third phase includes the construction of the junction connecting the Laknas road to the highway expansion project.
