How many home loans do Albanians have? Three-quarters of all housing loans in the country were granted in Tirana

Housing loans in Albania have reached a historic record with a stock of 230 billion lek in the second quarter of 2025, according to official data from the “Bank of Albania”. “Scan Intel” has analyzed the figures differently this time, focusing on the change in housing loans over a full decade and the weight that this debt has today for every Albanian family. Compared to 2015, when the national total of this indicator was around 102.4 billion lek, Albanians’ housing debt has doubled in just ten years.
This figure translates to around 2.3 billion euros, while in per capita terms, the average household debt today reaches around 970 euros per capita, or around 3 thousand euros per family, assuming an average of three members per family and around 755 thousand families in total.
Tirana, the epicenter of housing loans, from 63% to 74% of the national total
The strong growth in housing loans has been significantly concentrated in the capital.
In 2015, Tirana accounted for 63% of the national total of housing loans.
In 2025, this share has risen to around 74%, with a stock reaching 169.6 billion lek, up from just 64.4 billion lek ten years ago. This means that for every four lek of housing loans in Albania, three were taken out in Tirana.
The expansion of the real estate market in the capital, new construction in the suburbs, and high demand for housing as an investment have led Tirana to absorb the majority of the sector's financing, transforming it into an almost self-sustaining market.
Durrës, second in the ranking, but with a lower weight than a decade ago
After the capital, Durrës continues to be the region with the second largest share in the housing loan market. In 2015, this region represented about 8% of the national total, with a stock of 7.9 billion lek. Today, its share has fallen to about 6%, although the absolute value of the loan has increased significantly, reaching 14.1 billion lek.
Growth in all regions, but increasing concentration in urban and coastal areas
The data shows that other regions of the country have also recorded significant growth.
Vlora, for example, has gone from 4.2 billion lek in housing loans in 2015 to 5.9 billion lek in 2025, followed by Fier and Elbasan with similar growth. Most of this financing is related to tourist construction and second homes, especially in coastal areas, where interest in buying a home by locals and immigrants has been steadily increasing.
