Cooperation Agreement between the General Directorate of Customs and the State Export Control Authority

The cooperation agreement between the General Directorate of Customs and the State Export Control Authority was signed today at the premises of the Ministry of Finance. The agreement was signed by the General Director of Customs, Mr. Genti Gazheli, and the Director of AKSHE, Mr. Andrea Shllaku, in the presence of the Minister of Finance, Petrit Malaj, and the Minister of Defense, Pirro Vëngu.
This institutional act aims to strengthen cooperation between the two institutions to facilitate the implementation of the legal framework in force and to develop joint activities in the field of control of dual-use and military goods.
Through this agreement, the parties commit to developing an effective communication and information exchange platform, as well as to providing technical assistance during the identification and classification of goods entering or leaving the territory of the Republic of Albania, in accordance with the requirements of Law No. 46/2018 and the Customs Code.
The agreement continues the good tradition of cooperation consolidated over the years between DPD and AKSHE, by formalizing and institutionalizing the coordination of actions for the control of strategic trade flows. It clearly defines the forms of interaction and the respective tasks of each institution, with the aim of ensuring a rapid, efficient and effective exchange of information.
It is also envisaged to carry out joint risk analyses to minimize the risks associated with international transfers of military goods, dual-use items and technologies, as well as to prevent their illegal trafficking.
In order to improve efficiency and increase professional capacities, the parties will engage relevant experts and will cooperate in the drafting of training plans and programs, with the aim of increasing the theoretical and practical knowledge of customs personnel in the field of security and non-proliferation of weapons of mass destruction.
The implementation of this agreement is expected to bring tangible results in:
increasing institutional transparency and accountability;
improving response and verification times;
strengthening protection against illegal uses of strategic goods;
full compliance with international export control regimes and standards.
The cooperation between Customs and AKSHE remains a successful example of inter-institutional partnership, which directly contributes to guaranteeing national security, protecting the strategic interests of the state and fulfilling Albania's international commitments.
