Military reservists return to service - Government approves procedures and rules
The Council of Ministers approved the decision to determine the procedures and rules for the return of reserve military personnel to active service in the Armed Forces of the Republic of Albania.
According to the decision, procedures have been determined for the return to active service of reserve military personnel in the Armed Forces of the Republic of Albania, guaranteeing respect for the principles of equality, meritocracy and non-discrimination, meeting needs with qualified personnel, as well as strengthening defense capacities, through a fair and transparent process.
Procedures for the return to active service of military personnel in reserve are carried out in cases of increasing the total number of personnel and when specialties are required that affect the maintenance of the operationality of the Armed Forces.
The published decision emphasizes that for the cases provided for in the law "On the military career in the Armed Forces of the Republic of Albania", the following procedures are followed:
The General Staff of the Armed Forces drafts the requirements and needs for return to active service, according to the category of personnel divided into officers, non-commissioned officers and active soldiers/sailors, with military specialties and units that need additional personnel, and forwards it to the Minister of Defense for approval.
After approval, the Ministry of Defense publishes on its official website the notification with all the necessary data on the required specialties, the application deadline and the necessary documentation for the return of reserve soldiers to active service.
The candidate applies through the “e-Albania” portal, by completing the application form for the return of military personnel in reserve to active service and the necessary documentation within 10 days from the date of publication of the notice on the official website of the Ministry of Defense. Meanwhile, the personnel-recruitment center verifies the application file within 5 days from the end of the application deadline. If it is found that the documentation is incomplete, the candidate is notified through the e-Albania portal to complete the documentation within 5 days from receipt of the notice.
After approval, the procedure for the active military title and appointment to duty of the winning candidates follows.
The soldier, who returns to active service in the Armed Forces, is appointed to duty in accordance with the specialty, and signs a service contract.
During the time of service as an active military member under the contract, the military member returned during the entire period of the contract retains the rank he had at the time of leaving the reserve and does not have the right to compete and advance in rank.
It is further emphasized that until the moment of the creation of the necessary technical infrastructure for the establishment of the loss and disaster data system for the National Civil Protection Agency, for carrying out the application and complaint process through the "e-Albania" portal, the processes will be carried out at the Personnel-Recruitment Center.
