SAI recommendations partially implemented - Improving public finance management, 30% of measures not implemented
The recommendations that the Supreme State Audit Office leaves for institutions after violations found in the management of public finances have been fully implemented only to the extent of 33%. According to data from this department for 2024, a total of 1261 measures have been implemented, out of 3882 accepted by institutions. It also results that 15% of these measures have been partially implemented, while 22% are in the process of implementation. Meanwhile, 1177 recommendations, which constitute about 30% of the total, have resulted unimplemented.
During 2024, the SAI verified the implementation of recommendations for 97 audits, while re-requesting from all entities the acceleration of the implementation of accepted but "unimplemented" measures, as well as all measures that have resulted in "in the process of implementation" or "partially implemented".
The provision of recommendations aims to improve the situation of audited entities, for the problems or shortcomings found, which were numerous even during 2024. According to the SAI, one of the most widespread phenomena is related to the misclassification of expenses and income, which leads to the distortion of the financial statements of institutions and undermines their credibility.
Furthermore, the SAI notes that non-compliance with the legal and regulatory framework, in tenders, fiscal reporting, contract implementation, etc. are systemic problems present at several levels of government. This includes independent institutions, central government, local self-government or public companies with state capital over 50%.
