The Government approves the National Plan for Persons with Disabilities: 68 measures and 7.6 billion lek investments until 2030

The Council of Ministers has approved the National Action Plan for Persons with Disabilities 2026–2030, a strategic document that aims to strengthen the guarantee of rights, social inclusion and independent living of this category over the next five years.
Drafted by the Ministry of Health and Social Welfare in collaboration with public institutions, organizations of persons with disabilities, civil society and international partners, the plan represents a new commitment to building a more accessible and just society.
The document is based on the UN Convention on the Rights of Persons with Disabilities, the 2030 Agenda for Sustainable Development, and the European Union Disability Strategy 2021–2030.
The plan includes 28 specific objectives, 68 priority measures and 283 concrete interventions budgeted for the period 2026–2030, with a total fund of around 7.6 billion lek.
Among the main priorities are improving accessibility, developing inclusive education, increasing employment and vocational training opportunities, strengthening social protection, rehabilitation and health services, and ensuring full participation in public and political life.
One of the most important changes brought about by the plan is the shift from a model based primarily on financial benefits to an approach that promotes full social and economic inclusion. The focus will be on expanding community services, supporting independent living, accessing assistive technologies, and creating more opportunities for integration into the labor market.
The plan also envisages expanding rehabilitation and mental health services, improving access to assistive devices, modernizing inclusive education, and strengthening the link between vocational education and the labor market.
According to the government, this plan represents an important step towards creating a more inclusive system, where disability does not constitute an obstacle to the exercise of rights, active participation in society, and independent living.
