Industry requires qualified employees - Vocational education, a link that should


A more modern industry requires not only investments in technology and financing, but also qualified employees. It is precisely the workforce that is considered one of the key elements for the success of the National Industrial Strategy 2026–2030, which aims to orient the Albanian economy towards higher value-added production, higher quality exports, and integration into European markets.

The document foresees that by 2028, education, vocational education and training systems, as well as lifelong learning, will be more closely aligned with the skills requirements of priority industrial ecosystems. At the heart of this process will be digital skills, green skills and technical competences required by the manufacturing sectors.

This means that training programs should no longer be designed in isolation from the market, but in collaboration with industry. The strategy requires businesses, educational institutions and training providers to work together to modernize curricula and develop programs linked to specific sectors.

In practice, this means more orientation towards professions that industry requires, production technicians, maintenance specialists, operators of new technologies, workers with digital skills, but also profiles related to energy efficiency, recycling and the circular economy. The document emphasizes that skills systems should also address working conditions, social dialogue and the quality of jobs in industrial sectors.

One of the main challenges remains the mismatch between what the education system offers and what the market requires. For this reason, the strategy aims to strengthen partnerships between industry and training institutions, as well as gradually reduce the skills gap that hinders improved production and technology adoption.
