State exams, less bureaucracy and more control - Database created for application, testing and licensing

The state exam process in Albania is expected to enter a new phase of digitalization, following the government's decision to create a centralized state database that will manage the entire exam cycle, from application to obtaining a professional license.
The new system, which will be administered by the Educational Services Center, aims to reduce manual procedures and avoid delays or errors that have accompanied the process so far. For the first time, all data related to candidates, tests and results will be stored on a single platform.
This means that candidates will no longer need to submit documents to several institutions. Personal data, such as identity, civil status or study information, will be automatically retrieved from existing state systems, such as the civil status registry, the higher education system, or the e-albania portal. In practice, this is expected to shorten application times, reduce bureaucracy and minimize errors in document verification.
On the other hand, the new system will enable more controlled management of the exam process. Question funds, tests and candidates' answers will be administered in a centralized and traceable manner, increasing transparency and limiting possible interference or abuse.
Another important element is the integration with other institutions, including those issuing licenses for regulated professions. This means that the exam result and the licensing process will be directly linked, without the need for additional procedures on the part of the candidates. The decision provides that personal information will be stored only for as long as necessary and will be protected through technical and organizational measures, to guarantee the confidentiality of the system.
