Green energy, a key priority until 2029 - Fulfillment of 6 reforms to benefit

Energy and the green transition is one of the main pillars of the reforms, foreseen in the Priority Policy Document 2027 – 2029. According to the document published in the Official Gazette, the 6 reforms envisaged include, among others, the full harmonization of Albanian legislation with the EU energy package and integration into the European electricity market, including the creation of an “intraday” market. Another important change is the gradual withdrawal of the state from determining energy prices, moving towards a liberalized market, but with protective measures for vulnerable groups.

The focus is also on the development of transparent auctions for renewable energy, as well as strengthening the legal framework for this sector, including the creation of energy communities and a system of guarantees of origin. The concrete objective remains the installation of 600 MW of new renewable energy capacities, increasing the share of clean sources in the energy mix.

In parallel, Albania aims to advance towards the creation of a carbon emissions trading system, in line with EU standards, as well as to improve energy efficiency through building renovation and mandatory energy saving schemes.

The implementation of these reforms is directly linked to the European Union's financial package, within the framework of membership, making this a "payment for performance" mechanism. In total, our country is expected to benefit from around 922 million euros (grants and loans) for the period 2024 -2027 in case of the implementation of key reforms of approximation with the EU, of which 127.8 million euros are specifically for energy and the green transition.
