PPP for new mineral discoveries - New strategy: Mechanism for financing and promoting research

“Creating joint public-private mechanisms for financing and promoting new geological and mining research.” This is one of the objectives envisaged in the draft National Strategy for the Development of the Mining Sector 2026–2040, with the aim of promoting strategic partnerships between the public and private sectors in the field of mining research and innovation.
According to the document issued for public consultation, “through the creation of joint funds, competitive grants and co-financing initiatives, support will be provided for new geological research, technological development and specialized training”. “These mechanisms will enable the reduction of risk for investors, including also European funds for research and innovation. In this way, the Albanian mining sector will be positioned as a sustainable, innovative and competitive ecosystem, capable of contributing to the security of European supply of critical raw materials”, the document states, among other things.
The draft strategy emphasizes that the current situation of mineral exploration in Albania remains weak, as new exploration has been almost absent over the last decade. The Albanian Geological Survey does not conduct active exploration due to a lack of public funds, while existing reserves have not been reassessed according to international standards.
Meanwhile, according to long-term objectives, private investments in research and development are expected to increase by 30% by 2030, as a result of co-financing schemes and an improved investment climate.
